The following bills of interest had actions taken on them in the Assembly Environment and Solid Waste Committee.

A-3548, Requires local governments and authorities to obtain financing cost estimate required to be provided by NJ Environmental Infrastructure Trust for certain projects. This bill would require local governments and authorities seeking to finance an environmental infrastructure project costing $500,000 or more to request from the New Jersey Environmental Infrastructure Trust (trust) an estimate of financing costs if the project were to be funded in whole or in part by the trust. 1/15/2015 Reported out of Assembly Comm. with Amendments, 2nd Reading

A-1763, Clarifies intent of P.L.2007, c.340 regarding NJ's required participation in Regional Greenhouse Gas Initiative. 1/15/2015 Reported out of Assembly Committee, 2nd Reading

A-2514, Allows installation of solar arrays by municipalities on preserved open space in certain circumstances. This bill would allow a local government unit that operates a municipal electric corporation or a municipal electric utility to install a solar array on preserved open space subject to certain conditions.  Assemblyman Benson motioned to release the bill and Assemblyman Wisniewski seconded. Assembly members Benson, McKeon, Wisniewski, and Spencer vote yes, bill released. 1/15/2015 Reported out of Assembly Comm. with Amendments, 2nd Reading.

A-3583, Prohibits retrofitting diesel-powered vehicles to increase particulate emissions for the purpose of "coal rolling"; prohibits the practice of "coal rolling". 1/15/2015 Reported out of Assembly Comm. with Amendments, 2nd Reading.

The following bills of interest had actions taken on them in the Senate State Government, Wagering, Tourism, and Historic Preservation Committee.

S-2159, Transportation Sustainability Procurement Program Act. This bill establishes a Transportation Sustainability Procurement Program in the Division of Purchase and Property (division) in the Department of the Treasury. The Director of the division, in consultation with the Department of Environmental Protection, is to develop a sustainability program for the State’s procurement of shipping and transportation services for freight, small package delivery, and other forms of cargo. 1/15/2015 Referred to Senate Budget and Appropriations Committee.

S2398, Prohibits State administered pension fund investment in corporations shifting ownership or operations outside the U.S. for tax purposes. The purpose of this bill is to prevent the State’s pension fund investment from supporting the domestic income generation activities of corporations willing to flee the U.S. to avoid tax liability. 1/15/2015 Reported from Senate Committee, 2nd Reading, Referred to Senate Budget and Appropriations Committee.

S-72, would impose oversight by the Director of the Division of Local Government Services and the Governor over the budgets of regional sewerage authorities that are created pursuant to the “sewerage authorities law”. 1/15/2015 Referred to Senate Budget and Appropriations Committee.  

S-2619, Permits educational research and services corporations to act as lead procurement agencies for State and local units, and publically supported educational institutions. 12/8/2014 Introduced in the Senate, Referred to Senate State Government, Wagering, Tourism & Historic Preservation Committee.
