Legislative Update Week of Jan. 7

The GFOA of NJ has been monitoring the following bills of interest. These bills have had action taken on them this week.

 

A3006/S3272 [Conaway, Herb/Singleton, Troy+3] This bill permits two or more municipalities to consolidate fire districts if the commissioners of all of the fire districts within each municipality adopt parallel resolutions consenting to the development of a consolidation plan. 1/7/2016 Passed by the Senate (38-0).

 

A3019/S1978 [Singleton, Troy/Conaway, Herb+5 This bill requires the State Employment and Training Commission (commission) to prepare, at least annually, a report that evaluates and projects the State’s workforce needs.

 

A3043/S1943 [Space, Parker/DeAngelo, Wayne P.+5], Concerns authority of DOLWD to inspect prevailing wage public work projects. 1/7/2016 Passed Senate (Passed Both Houses) (38-0).

 

A3044/S1944 [Space, Parker/DeAngelo, Wayne P.+4] Requires Commissioner of DOLWD to disseminate certain information to contractors who bid on or perform prevailing wage public work. 1/7/2016 Passed by the Senate (38-0).

 

A3264/3681 (ACS/1R) [Watson Coleman, Bonnie/Singleton,Troy +6] Prohibits award of State contracts and development subsidies to inverted domestic corporations.* 1/7/2016 Substituted by A3624 (ACS/1R).

 

A3850 [DeAngelo, Wayne P./Eustace, Tim+5], Requires BPU to establish procedures allowing electric power and gas supplier customers to switch energy suppliers. 1/7/2016 Passed by the Senate (38-0).

 

A3981 [Mazzeo, Vincent/Burzichelli, John J.+1], "Casino Property Taxation Stabilization Act." 1/7/2016 Passed Senate (Passed Both Houses) (29-6).

S316 [Gordon, Robert M./Eustace, Tim+2], Increases flexibility, clarity, and available tools of optional municipal consolidation process.  1/7/2016 Concur by Senate Amendments (34-2) (Gordon).

 

S444 [Ruiz, M. Teresa/Smith, Bob+2], Prohibits contribution action against local public entity for cleanup and removal costs or any other damages associated with discharge of hazardous substances. 1/7/2016 Passed by the Senate (26-11).

 

S2143 [Van Drew, Jeff/Singer, Robert W.+12], Establishes time periods for adverse possession of certain property. 1/7/2016 Passed Senate (Passed Both Houses) (30-6).

 

S3277 [Cruz-Perez, Nilsa], Expands municipal authority to license and inspect residential rental property. 1/7/2016 Passed by the Senate (22-16).

 

A2925 [Lagana, Joseph A./O'Scanlon, Declan J.+4], Allows modernization for the form of disbursement for certain State government and local unit payments to individuals and business entities. 1/7/2016 Reported from Senate Committee with Amendments, 2nd Reading.
