A-1483, Eliminates DOT approval of municipal traffic calming measures in business districts. 12/15/2014 Passed Assembly (Passed Both Houses) (75-1-0).

A-2579, Authorizes municipalities to facilitate private financing of water conservation, storm shelter construction, and flood and hurricane resistance projects through use of voluntary special assessments. 12/15/2014 Reported out of Assembly Comm. with Amendments, 2nd Reading.

S1811, Requires use of goods made in the United States for public contracts; requires disclosures by businesses that receive public contracts or development assistance. 12/18/2014 Passed Senate (Passed Both Houses) (27-4).

S-770, Establishes procedures and standards regarding public service privatization contracts. No public services are privatized unless there are cost savings which are not based on increased charges or reduced services to the public, or lowered workforce standards. 12/18/2014 Absolute Veto Override (24-13) LST.

A-3628 or the “Water Infrastructure Protection Act,” Authorizes municipalities and municipal, county, and regional utilities authorities to lease or sell their water or wastewater assets to a private entity, without a referendum, if an emergent condition exists. Assembly passed 45-24-6. Assembly committee passed.

S-444 / S-2419 Prohibits any person from bringing an action for contribution against a local public entity for cleanup and removal costs or any other damages associated with a discharge of a hazardous substance. Senate committee passed.

S-2318 (Sick Leave Reform), Limits public employees' accumulated sick leave compensation to $15,000 and limits the carrying forward of vacation leave for one year. Current employees would be permitted to retain any supplemental compensation for unused sick leave, or to carry forward any vacation leave already accrued as of the bill's effective date. Senate committee passed.

A-2354 (Mandated Paid Sick Leave), Requires all employers to provide earned sick leave to each worker it employs in New Jersey, with the exemption of employees bound by a collective bargaining agreement. Employees will receive one hour of earned sick leave for every 30 hours worked. Assembly committee passed.

A-2299, Requires municipalities to exempt 100% disabled veterans from construction permit surcharge fees for improvements to promote living unit accessibility; appropriates $20,000 for municipal reimbursements. 12/18/2014 Passed by the Assembly (68-0-0).

S-1050 / A-3058, Extends for five years expiration date of special appraisal process for Green Acres program and farmland preservation program for lands in Highlands Region; makes change to special appraisal process for certain farmers. 12/18/2014 Passed Assembly (Passed Both Houses) (74-0-0).

A-3357, Authorizes tax lien holders other than municipalities to institute in rem tax foreclosure actions against abandoned properties. 12/18/2014 Passed Senate (Passed Both Houses) (37-0).
