DIRECTOR OF FINANCE - Norristown, PA

The Municipality of Norristown, PA (pop. 34,000) is looking for a highly skilled, hands-on experienced public administrator who is strong in the fundamentals of public finance and personnel management to serve as the next Director of Finance. Click here for an 8 page color profile.

The Finance Department conducts all financial transactions related to municipal assets, cash collections and disbursements, employee payroll and benefits according to Generally Accepted Accounting Principles, tax collection, and customer service/collections of parking citations.  Seven finance employees serve in four divisions:  Accounts Payable, Citations/Parking Tickets, Payroll/Accounts Receivable and Real Estate Taxes.  The department is experienced.  Average employee longevity is 8.6 years and employee retention of expertise of senior management for continuity of operations is high with the Assistant Finance Director (22 years) and Controller (13 years). 

For the past 3 1/2 years, the Finance Department has been modernizing its systems, tools and processes.  During this period the Director of Finance's efforts have successfully:

  • brought the municipality current from a 7 year back log of audits;
  • refinanced the city's debt and found $1 million surplus which was used to help fund the Fire & Police Pensions;
  • aiding in the completion of the city's first Capital Improvements Program (CIP) - $10 million over 5 years; and
  • raised the bond rating to AA-.

The new Director of Finance will be given the opportunity to address these opportunities and challenges:

  • Creating a long-range financial plan;
  • Updating Financial Management System/Software; 
  • Increasing the municipality's e-government services;
  • Assisting in managing $3.5 million in street construction projects over the next 5 years;
  • Assisting in the upgrade to Municipal (City) Hall.

SUSSEX COUNTY FINANCE DIRECTOR

The County of Sussex is seeking a full-time professional (40+ hours weekly) to serve as the County Treasurer and Finance Officer in accordance with N.J.S.A. 40A:9-27.  The successful candidate shall be responsible for the day to day fiscal operations of the County, the custodian of all county funds, collect and receive all moneys due the county, and keep adequate records. Appropriate licensing required and a Certified County Finance Officer’s license or ability to obtain within one year. Knowledge of MSI software preferred. Application deadline:  April 24, 2018

DEPUTY MUNICIPAL DEPARTMENT HEAD/TREASURER - Gloucester City  

Gloucester City is seeking a qualified professional with strong management skills for the position of Deputy Municipal Department Head/Treasurer.  Applicants must hold a valid CMFO License or are in the process of pursuing the certification and have at least 5 years experience in Municipal Finance.  Applicant must be a Qualified Purchasing Agent or are in the process of pursuing their QPA Certification.  

Candidate must be able to demonstrate experience with payroll, utility fund, benefit administration, municipal fund accounting, general ledger maintenance, budget preparation, internal controls, grants, debt management, bank reconciliations, financial reporting, accounts payable/receivable and financial statement preparation.  Candidate will assist the CFO with creating efficiencies throughout the department as well as other duties as assigned or delegated by the CFO.

CHIEF FINANCIAL OFFICER - Tabernacle Township

Tabernacle Township in Burlington County has a part-time Chief Financial Officer position available with an annual salary of $15,000.00 to $23,500.00.  Responsibilities include the maintenance of books and all financial transactions of the municipality in accordance with standards and requirements with NJ Division of Local Government and other State and federal statutes.  Current certification as Municipal Financial Officer (CMFO) by State of New Jersey; considerable knowledge of Local Public Contracts Law, municipal investment procedures, budget law, payroll, pension and insurance requirements.  Complete basic functions, duties and qualifications can be obtained.  Email resume to Municipal Clerk La Shawn R. CMFO/CTC - Maplewood Township

Full Time for Maplewood Township in Essex County, population 24,000.  Must have current NJCMFO and NJCTC certifications.  Municipal budget is $45M with 7,264 line items.  Supervise Finance Office with staff of 5 full-time positions.  Minimum 5 years local government finance and tax collecting experienced preferred.  Strong knowledge of Edmunds Software is essential. Responsibilities include but not limited to all statutory requirements, assisting in the preparation and oversight of the municipal and pool utility budget. Attendance at finance committee and budget meetings, general ledger, debt/grant management, investments/disbursement of funds , bank reconciliation, accounts payable/receivable, escrow account management, pension reports, and payroll. Strong ability to analyze financial data and advise on financial matters. Computer literacy and knowledge of Excel and Word is mandatory. College degree preferred. Salary DOQ with an excellent benefits package.
